They entered into a contract with the testing vendor, and it's their job to take care of vendor/contract management and oversight. Just like we hold the governor and the commissioner of INDOT responsible when a road contractor uses poor asphalt or a bridge has to be closed, we need to hold Superintendent Ritz and the IDOE accountable for contract management as well.
